Billy’s career in Intellectual and Developmental Disabilities (I/DD) happened quite by accident and out of necessity in 1983 while raising a young family in Dixon, Montana (pop. 150). After finding that I/DD was a natural fit, Billy continued in Montana, then Oregon, and now, Arizona where he has been with Chandler Gilbert Arc since 1994 accepting the position of Executive Director in 2013 and completing his Master of Administration with Leadership Emphasis through Northern AZ University. Billy's career has seen great diversity through management of multiple services in multiple states where he specializes in Coordinated Mobility, Systems Development, and Resource Coordination.

Justin MacGregor

STARS

Justin MacGregor is Sub-Regional Mobility Manager for the West Valley. An Air Force veteran who believes in service before self, Justin has worked for over 5 years at Scottsdale Training and Rehabilitation Services (STARS), a center for individuals with intellectual and developmental disabilities that hosts day programs, on-site work centers, community-based employment training opportunities, and transition programs for young adults. As the Fleet Maintenance and Facilities Manager, Justin is responsible for making sure all vehicles are serviced and running at top performance, and that STARS facilities are maintained and operated in accordance with all regulations and guidelines. As a Sub-Regional Mobility Manager, Justin aims to support you as you work to provide safe and reliable transportation for elderly individuals and those with disabilities.

Jim Rogers

Lifewell Behavioral Wellness

Jim Rogers is the Transportation Manager at Lifewell, a non-profit healthcare agency providing integrated treatment, services, and support for low-income clients diagnosed with serious mental illness (SMI), general mental health issues, and substance abuse disorders. Since starting the transportation program in 2011, he now has a staff of 18 who provide clients with transportation services to attend medical and/or legal appointments, participate in volunteer activities and classes, and take trips to grocery stores and food banks. Prior to his position at Lifewell, Jim worked as a project manager in the construction industry and operated his own business. He also previously attended ASU, played professional golf, and is currently a father of two children in Cave Creek.

MARK BOTTERBUSCH

Gompers

Mark Botterbusch has been in the field of human services since age 16 starting in a domestic abuse shelter as a child advocate. He through college in a hospital inpatient psych unit, and then to outpatient counselling and EAP evaluations after graduation. He then moved into community based services for at risk youth in PA, overseeing multiple programs. He next developed a community based program for at risk youth with Value Options, and oversaw a residential living department. Mark is currently the VP of Operations at Gompers. Mark’s personal drive throughout his career is to be a voice or action for those who can’t or may not know how. He has a strong belief in the dignity of risk and allowing others to attempt things in life, whether they succeed or not. Mark believes that this work, day in and day out, is to make life better for people who otherwise may not have the opportunities to improve their quality of life.

Robert Mawson

Central Arizona Governments (Rural Area)

Robert Mawson is the Mobility Manager for The Central Arizona Governments (CAG). CAG was incorporated in 1975 and is one of six regional planning districts, or Councils of Government (COGs), which was established by Executive Order 70-2 and signed by the Governor of Arizona to provide effective regional planning services to Gila and Pinal counties.

A strategy outlined in the MAG Human Services Coordination Transportation Plan is the utilization of sub-regional mobility managers to enhance and promote regional mobility coordination planning efforts in the region. This has included identifying sub-regional mobility managers as community liaisons for the East Valley, West Valley, and the Central Area of the MAG region. The sub-regional mobility managers participate in designated workgroups, provide feedback on trainings, and provide support for regional coordination strategies outlined in the MAG Human Services Coordination Transportation Plan.
